The basics

What NROTC actually is

The Naval Reserve Officers Training Corps exists for one purpose, stated in the ROD: to develop future officers mentally, morally, and physically. You enroll at a regular college or university, take naval science courses alongside your degree, drill, train physically, complete summer training, and graduate as an Ensign (Navy) or Second Lieutenant (Marine Corps).

The two paths in

Awarded through a national competitive selection before you start college. Every scholarship midshipman enlists in the Navy or Marine Corps Reserve for 8 years (DD Form 4) and signs the NROTC Scholarship Contract (NSTC 1533/135) at activation. New Student Indoctrination must be completed before the scholarship can activate.

What the Navy pays for (ROD Chapter 7):

  • Full tuition and academic fees โ€” or, if you elect it, room and board up to $11,500/year instead (elected on form NSTC 1533/170; changes after the 44th day of a term take effect the following term)
  • Textbook stipend โ€” $750 per year
  • Monthly subsistence stipend by benefit year โ€” $250 (1st) โ†’ $300 (2nd) โ†’ $350 (3rd) โ†’ $400 (4th); a 5th year at $400 requires approval. Side-load scholarships start at the 2nd-year rate.
  • Uniforms at no cost
  • Summer training โ€” active-duty pay at the Naval Academy midshipman rate, plus travel. No monthly stipend is paid during summer training.

Benefits run up to 10 months per academic year, 40 months total (extended entitlements to 50 months possible with approval). Before the obligation point, you can walk away with zero obligation. After it, leaving means enlisted active-duty service or repaying tuition and fees plus interest โ€” see below.

For students who didn't receive the National Scholarship, or who discover NROTC after starting college. You apply directly through your university's NROTC unit.

What you get at first: uniforms, naval science textbooks, and full participation in everything: classes, drill, activities. No tuition money, no stipend.

The upside: College Program students compete for side-load scholarships: 3-year awards after a strong freshman year, 2-year awards after sophomore year. These carry the same benefits as the National Scholarship from the day they're awarded (not retroactive). Students not selected for a side-load are screened for Advanced Standing, which lets you finish the program and commission โ€” Advanced Standing students receive the monthly stipend.

The three options

Your major affects your odds: no less than 85% of incoming Navy-option freshman scholarship offers must go to Tier 1 or Tier 2 majors โ€” the Navy's preferred technical fields. Full tier list on Life in the Program.

The contract and the obligation point

The Scholarship Contract sets an obligation date. For a National Scholarship recipient coming straight from high school, it is September 1 of sophomore year. Give the PNS written notice before that date and you leave with no military obligation and no debt.

Exception: side-load scholarship recipients and anyone not coming straight from high school are obligated the day they sign โ€” there is no free-exit window.

After the obligation point, disenrollment for any reason โ€” grades, aptitude, discipline, medical disqualification, or dropping on request โ€” puts you at the Secretary of the Navy's discretion: at least 2 years of active enlisted duty, or reimbursement of tuition and fees plus interest. You state your preference on the disenrollment form; the Assistant Secretary of the Navy decides. The debt is not dischargeable in bankruptcy, and it is cleared only by commissioning as an active-duty officer or completing 2 years of honorable enlisted service.

Service obligation

In exchange for the scholarship, the contract requires:

On top of that, every officer carries an 8-year total military service obligation from the date of rank โ€” active duty plus reserve time to total eight.
